Born on 26 March 1977. He is a post-doctoral researcher in Law at the University of Lisbon and in Justice, Human Rights and Democracy at the University of Coimbra. A doctoral candidate in Law at Eduardo Mondlane University, he holds a PhD in Public Law from the Catholic University of Mozambique (UCM) and a PhD in Peace, Democracy, Social Movements and Human Development from the Technical University of Mozambique (UDM). He holds a Master’s in Law and a Master’s in Oil and Gas Law from Eduardo Mondlane University (UEM), and a Master’s in Public Administration, specialising in Governance and Local Development, from the Higher Institute of Public Administration (ISAP). He was distinguished as the top student at Bachelor’s, Master’s and Doctoral levels.
A lawyer and university lecturer in Introduction to Law, Political Science and Constitutional Law, Fundamental Rights, Economic Law, Business Law and International Economic Law. He is the course leader for Political Science and Constitutional Law at the Eduardo Mondlane University Faculty of Law, and for Introduction to Law and Business Law at the same university’s Faculty of Economics. He is the author of 20 legal books and more than 40 peer-reviewed academic articles published in Mozambique, Portugal and Brazil.
He has been a member of the FRELIMO Central Committee since 2002, where he served as Secretary of the Central Committee for Mobilisation and Propaganda, Party Spokesperson, Secretary for Training and Cadres, and Secretary for Economic affairs.
He was a Member of Parliament (Assembly of the Republic) from 2000 to 2019, serving as a Member of the Standing Committee and Chair of the Committee on Constitutional Affairs, Human Rights and Legality (the First Committee).
From 2013 to 2014 he was Adviser and Spokesperson to the President of the Republic. From 2020 to 2022 he was Secretary of State for Manica Province, and from 2023 to 2024 Deputy Minister of Science, Technology and Higher Education. He currently serves as Secretary of State for Science and Higher Education and Chair of the Technical Commission for the materialisation of the Inclusive National Dialogue.
